The main objective of the Empower65 project was to promote digital inclusion and active citizenship among adults aged 65+ in Lithuania and Latvia. The project addressed two separate but equally important areas. First, it aimed to improve seniors’ basic digital competencies at DigComp Levels 1–2, enabling them to use e-services, online communication tools, and digital resources safely and independently. To achieve this, we developed and implemented a senior-friendly non-formal IT training programme adapted to the learning pace and cognitive needs of older adults. Second, the project aimed to develop and implement a structured Volunteer Work Programme that provides clear stages of engagement, preparation, placement, mentoring, and evaluation, ensuring sustainable involvement of seniors in community activities. Overall, the project sought to strengthen seniors’ independence, self-confidence, and social participation while creating practical and transferable models for long-term use in both countries.
We applied for the Empower65 project to address the growing digital divide among people aged 65+ in Lithuania and Latvia. Many seniors lacked basic digital competencies needed to access e-health services, online banking, public administration platforms and communication tools. As essential services increasingly moved online, limited digital skills increased the risk of social exclusion, dependency and reduced self-confidence. We also identified that existing IT training opportunities were not sufficiently adapted to older learners. Seniors required slower-paced instruction, repetition and practical, real-life applications. Standard courses often failed to account for age-related learning needs, discouraging participation. In addition, many seniors wished to remain active and contribute to their communities but lacked structured volunteering opportunities. Although they had valuable experience, there was no clear framework to support their engagement. The project addressed these needs by developing senior-friendly IT training, combined with a structured volunteering pathway, to promote digital inclusion, active citizenship, and social participation.
