Objectives

The core of the Europakonzil was the dialogue between young people and decision-makers from Constance (Germany), Fontainebleau (France), Richmond (United Kingdom), Lodi (Italy), Berdytschiw (Ukraine) and Tábor (Czech Republic) on the topic of political participation in Europe. Young people discussed their ideas for the future of European town twinning with representatives from politics and administration. The city of Constance hosted the event and was responsible for project coordination. Project partners include schools and partnership associations. The aim of the project was, on the one hand, to inspire young people to embrace the European idea and actively participate in European democracy, enabling them to get involved in political decision-making processes and bring about change in line with their interests. On the other hand, the project sought to emphasise the importance of town twinning beyond purely cultural exchange and to further consolidate it through new projects. This explicitly addressed European Youth Goal 9, ‘Spaces and participation for all.’ By highlighting and opening up various opportunities for political participation, the European Youth Goals and direct dialogue with decision-makers, the perceived distance between young people and the EU was reduced in line with Youth Goal 1 (Bringing the EU closer to young people). Among other things, through the participation of volunteers from the Young European Federalists and the Europeer network, Youth Goal 11 (Youth Organisations and Youth Programmes) was also addressed, and young people were shown various opportunities for direct engagement and mobility in other European countries. Accordingly, the dialogue between young people and decision-makers is at the forefront in order to open up opportunities for political participation. In addition, feasible measures for sustainable city partnerships are to be initiated and further developed in a youth-friendly manner. The involvement of representatives from politics and administration is intended to ensure sound feedback on the one hand and the placement of project ideas at a higher political level on the other. Concrete proposals for cooperation between the five participating cities are also intended to further advance the European Community. Cooperation and learning from each other were at the forefront. After their return, the young people were to present the ideas and demands to the local councils of their home towns together with the decision-makers. In addition, the results were made available in a documentation brochure. Professional press and public relations work accompanied the project to ensure attention in the participating cities. The young people were motivated to become active European citizens and gained important skills in the process. They also learned about organisations and structures that enable them to participate in politics. The Europakonzil aims to establish long-term youth dialogue and cooperation between twin towns on issues relevant to young people. Materials and methods developed as part of the project can be used in school exchanges and serve as templates for other communities. The Europakozill builds on the decades-long town twinning partnerships between the citie of Constance, Fontainebleau, Richmond, Lodi and Tábor, and takes the solidarity partnership with Berdytschiw, which has been in place since 2022, to a new level. Young people and representatives from politics and administration from all five cities and Constance took part in the European Council. Also involved were teachers and representatives of youth work, 38 host families from Constance, members of the Young European Federalists Konstanz e.V., a representative of the Europeer network, the political communications company ‘die Regionauten’, the design company ‘Homebase’, the marketing agency ‘Bakisi’, representatives of the press departments of all city administrations and local newspapers of the participating cities, as well as representatives from the Constance city administration. The event was organised and managed by the main office team for citizen participation, town twinning and civic engagement of the city of Constance.
