Objectives

As part of its youth policy, Lyon Métropole will be offering two professional mobility opportunities to youth workers in its area who are involved or interested in the roll-out of the Housing First for Youth (HF4Y) housing policy specifically for young people (aged 18-30). In the Metropolis, 20 non-governmental organisations have the Logement d'Abord label, but only 5 programmes are aimed at young people. In addition, there is no training dedicated to caring for young people in the context of the Housing First model. HF4Y consists of adapting the concept of Housing First (getting homeless people off the street and into housing without going through temporary accommodation solutions) to the specific needs of young people. The causes and conditions of homelessness among young people are different from those of adults, and solutions must therefore focus on young people. HF4Y is founded on the belief that all young people have the right to be housed, and that those who have experienced homelessness will do better and recover more effectively if they are first provided with accommodation. These study visits will take place in Brussels at Samusocial's Step Forward project and at Focus Ireland's housing services in Waterford, both of which are recognised for their good practice at the European level. As such, it will focus on the issue of housing for young people in precarious situations and on the schemes deployed by HF4Y: programmes, tools and practices. It is aimed primarily at professionals working in the field with young people. Through this project, the three partner organisations hope to achieve lasting improvements in the way they deal with young people affected by homelessness. In particular, the project will make it possible to - Discover inspiring European practices in the field of Housing First; - create a metropolitan community of practice around HF4Y; - structurally transform social intervention practices linked to the fight against youth homelessness; - bring a European dimension to the local problems of young people affected by homelessness.
