Objectives

The project “Youth Voice – Structured Youth Dialogue for Local Government Policies” aimed to strengthen the civic and political participation of young people in Portugal by creating concrete opportunities for their voices to be heard and taken into account in the development of local public policies. In the context of a new local electoral cycle, the project sought to bring young people closer to decision-making processes, promote structured dialogue with political decision-makers, and encourage greater democratic participation at the local level. The project's main objective was the co-creation of the Local Youth Charter, a strategic document developed by young people themselves, bringing together proposals and recommendations for more inclusive, participatory, and youth-centred municipal youth policies. The Charter was the result of an extensive consultation and participation process, involving surveys, regional focus groups, idea labs, and a National Forum with 152 participants, ensuring the representation of young people from different territories and backgrounds. At the same time, the project aimed to empower hundreds of young people by developing their leadership, communication, critical thinking, and active citizenship skills, strengthening their role as agents of change within their communities. It also sought to reinforce cooperation between youth organisations, local authorities, and policymakers, promoting new approaches to democratic participation and the co-management of youth policies. Through the development and dissemination of the Local Youth Charter, the project sought to influence local public policies, ensure that young people's priorities were taken into account by decision-makers, and create a lasting legacy of youth participation. The establishment of a national network of Youth Ambassadors also ensured the continuity of the work carried out by supporting the implementation of the Charter's recommendations and strengthening dialogue between young people and local authorities beyond the project's lifetime. As a result of this participatory process, the Local Youth Charter was produced, bringing together 40 recommendations and proposals developed by young people for the future of municipal youth policies in four key areas: structured and inclusive participation; strengthening youth associations; opportunities and decent living conditions; and sustainability, the environment, and a fair digital transition. The Charter was presented and discussed with representatives of different political parties and public institutions, involving 32 participants, fostering direct dialogue between young people and decision-makers and helping to align young people's priorities with local government programmes and strategies. The project also contributed to the promotion of European values, the principles of democratic participation, and the European Youth Goals, strengthening the connection between local youth policies and the priorities of the European Union. In addition, it enabled participants to develop leadership, communication, critical thinking, teamwork, and civic participation skills, reinforcing the role of youth organisations as spaces for non-formal learning and democratic engagement.
