Objectives

The Baltic Youth Waves for Democracy project was designed to strengthen meaningful youth participation in democratic life by connecting young people’s perspectives with European policy processes, particularly within Baltic Sea–EU frameworks coordinated by Council of the Baltic Sea States and linked to the European Union. The project responded to a context of growing uncertainty among young people caused by multiple, overlapping crises, including climate change, rising nationalism, and geopolitical tensions in Europe. Rather than remaining in a reactive “crisis mode,” the project aimed to create safe, inclusive spaces where young people could reflect, exchange views, and co-create responses to these challenges. Through open and flexible age-appropriate and needs-based dialogue formats, the project addressed young people’s interests in participation, democracy, and Europe, while reinforcing trust in democratic processes. A core objective was to apply a distinct Baltic Sea macro-regional perspective as a foundation for a broader pan-European vision. By grounding discussions and activities in the shared realities of the Baltic Sea Region, the project encouraged participants to understand how regional cooperation connects to European-level policymaking and democratic governance. Recognising that many young people lack access to opportunities for meaningful participation, the project sought to empower them as experts of their own future and connect them with current and future decisionmakers to create strong networks across the Baltic Sea Region. Key objectives therefore included strengthening participants’ soft skills (such as communication, critical thinking, and collaboration), expanding their international and intercultural experience, and increasing their capacity for active and informed participation in democratic and civic life at local, regional, and European levels.
