The PANUPO PARTICIPATION ACADEMY project aims to institutionalise stable youth participation mechanisms in four Andalusian municipalities. The main objective is to apply the European framework Democracy Reloading/M4DEM to co-design permanent dialogue structures involving young people, technicians, and policy-makers. Specifically, it seeks to empower young people with fewer opportunities, implement local structured dialogue processes, develop key competences (civic, digital, leadership), and launch the "PANUPO ACADEMY" as an open and replicable training resource. The ultimate goal is to consolidate institutional commitments that ensure the sustainability of these structures beyond the project's lifetime
