Objectives

Across Europe, many small and mid-sized cities face the same challenge: young adults are drawn to major metropolitan centres, leaving hometowns with shrinking populations and quieter streets. A key reason is the sense that staying means missing out, especially on a vibrant cultural and artistic life. Oulu (European Capital of Culture 2026) and České Budějovice (European Capital of Culture 2028) are taking a different path by investing boldly in the arts, culture, and the next generation of creators. This Erasmus+ youth mobility project demonstrates that mid-sized cities can thrive when they collaborate and connect emerging talent. By pooling resources, sharing know-how, and building cross-border networks, we aim to create compelling opportunities at home, so that cultural energy, and young people, can grow and stay in their cities. Our aim is to build a bridge between 18–30-year-old artists and cultural practitioners from Oulu and České Budějovice through two way youth exchange. Together they will explore current cultural and social questions in the sector, learn from one another’s practices, and experience each other’s local ecosystems. The exchange is designed to seed enduring professional networks and friendships and to nurture a shared European outlook in the context of European Capital of Culture. The exchanges will take place in autumn 2026. First, at the end of August, the Oulu group will travel to České Budějovice. Later, in late November, the Czech group will come to Oulu and experience one of the flagship projects of the European Capital of Culture year (Lumo Art & Tech Festival). The project invites young people to take an active part and co-create a better and more European future for their cities. They’re not just a target group; they’re active agents shaping what comes next. During the exchanges participants will collaborate to reflect on, investigate, and co-create responses to the following themes and objectives of their own choice: 1. Environmental policies and sustainable development in the cultural sector 2. Opportunities and conditions for young cultural creators in host countries 3. Mental health and well-being in the cultural sector 4. Intersectionality and gender in the cultural sector This project aims to explore these topics through non-formal, youth-driven methods. During our youth exchanges, participants will examine these themes through workshops, discussions, and site and cultural event visits. As a result, participants will create a digital ZINE (short for "magazine" or "fanzine") that compiles and presents all the themes discussed during the exchange. We encourage participants to think critically, but also with a utopian vision, unrestricted by limitations. By fostering this kind of imaginative and forward-thinking approach, we can meaningfully influence and shape improved models and practices for the cultural sector, ultimately contributing to a more innovative and inclusive future.
