Objectives

L.E.G.A.L: Learning, Education & Good-practices for Active Legality was born from a process of listening and co-design that directly involved the partners, their youth workers, and local communities. A strong need emerged: to recognize education for legality as an integral part of youth work practices. This field is still too often confined to schools or judicial institutions, yet it requires participatory, community-based, and inclusive spaces where young people can build concrete alternatives to illegality. The needs analysis highlighted four common challenges: the lack of specific training for youth workers on the topic of legality; the difficulty in reaching the most vulnerable young people with truly engaging learning paths; the isolation of innovative practices at local level, which are rarely transferred or adapted across Europe; and the limited recognition of youth work’s role in preventing criminal dynamics and promoting social justice. The project therefore sets out clear and concrete objectives: To equip youth workers with non-formal educational tools that enable them to address legality, active citizenship, and resistance to criminal influence and organized crime in an inclusive and participatory way, facilitating access to alternative forms of participation and community life beyond illegality. To develop facilitation and mentoring skills in order to create safe and engaging learning spaces, where young people with fewer opportunities can elaborate alternative narratives to illegality, feel part of their community, and exercise their agency. To foster peer learning and the exchange of good practices at European level, with particular attention to the social reuse of confiscated assets, grassroots community-based anti-mafia initiatives, and strategies to engage young people in youth-led pathways. To promote the recognition of youth work as a key actor in educating young people on legality, rights, and responsibilities of European citizenship, in line with the European Youth Work Agenda and the Erasmus+ cross-cutting priorities (inclusion, participation, sustainability, digital transformation). To co-create a European Toolbox collecting methods, activities, and practical tools tested during the Training, ensuring transferability and long-term impact in different national contexts. Through a 12-month process including shared preparatory phases, a 7-day international Training Course, and follow-up activities, LEGAL aims not only to strengthen the competences of individual youth workers, but also to generate structural impact: consolidating transnational cooperation networks, creating a common European language on legality education in youth work, and reinforcing the resilience of communities against criminal influence, while offering young people positive and concrete forms of participation and citizenship.
