Objectives

Safe Moves aims to strengthen youth work practice by embedding safeguarding & risk management as essential quality standards in YE & ESC Teams. The project focuses on creating conditions for inclusive, safe & high-quality learning experiences, particularly for young people with fewer opportunities & highly vulnerable youth (young people facing overlapping vulnerabilities, of which at least one is long-term or permanent). From a youth work perspective, the project ensures that international mobilities are not only transformative & intercultural but also consistently safe, empowering & supportive for all participants. The idea for Safe Moves builds on the ongoing safeguarding policy development within the International Network of Inclusion of youth with FO and HVYP, coordinated by PECO and its Spanish, Portuguese & Finnish partners. On-field experience & consultations with ESC partners highlighted that safeguarding is a cross-cutting priority in youth work, both ESC & YE require structured safety measures, trained staff & proactive strategies to protect participants’ well-being. Field observations & partner feedback identified 4 main challenges: risks to participant wellbeing due to language barriers, cultural misunderstandings, discrimination, emotional vulnerability & insufficient support; gaps & inconsistencies in safeguarding protocols; insufficient staff preparation in risk management, conflict mediation & emotional support; & structural inequalities that place FO & HVYP at higher risk during mobilities. To address these needs, Safe Moves is structured in 2 complementary phases in Casaleggio Boiro, Italy: 3-day Study Visit, allows 8 staff members from 7 organisations active in ESC Teams to directly observe safeguarding in practice during an ongoing ESC Team with HVYP. Participants witness first-hand how staff manage risks, address intercultural & linguistic challenges & apply safeguarding protocols in real-life situations. They also observe how volunteers & youth workers facilitate inclusion, manage group dynamics & respond to emotional vulnerabilities, emphasizing the development of core youth worker competences, including promoting well-being, inclusion, communication, cultural sensitivity & professional responsibility & ensuring that learning is grounded in concrete practice. 7-day TC for 23 youth workers, mentors & project coordinators from 6 countries to transform these observations into practical solutions. Through experiential workshops, simulations, role plays, conflict-resolution exercises, creative methods and peer exchanges, participants build competences in risk management, safeguarding, emotional support and crisis response. Youth workers practice handling situations such as language barriers, incidents of discrimination, well-being practices into daily project routines, their learning outcomes being the foundation of the toolkit, Creative sessions, like LandArt or visual storytelling, enhance emotional sensitivity, empathy & the ability to facilitate personal & social growth in participants. Peer learning, group reflection & buddy systems reinforce partnership, teamwork & collective management skills The objectives of the project are: To raise awareness & understanding of safeguarding in youth work, clarifying what it means, why it matters & how it can be applied throughout all stages of projects To build staff capacity in risk management & first response, including cultural shock management, conflict resolution, reintegration support & emotional well-being To exchange practices & co-develop solutions for recurring challenges such as language barriers, discrimination, personal struggles & cultural differences To strengthen the inclusion of HVYP & young people with FO, by equipping staff to adjust methodologies & provide tailored support To valorise the role of the Safeguarding policies in international mobilities, ensuring monitoring, prevention & coordinated responses to incidents To create a Toolkit on safeguarding in youth mobilities, compiling practical solutions, risk scenarios & good practices from across the consortium Beyond immediate benefits, Safe Moves promotes long-term impact. Organisations & youth workers continue exchanging knowledge & solutions through the International Inclusion Network, ensuring that safeguarding practices evolve over time. The co-created Toolkit serves as a practical resource for daily youth work, adaptable for future mobilities & shared widely across local, regional, national & European networks. By embedding safeguarding as a standard of quality, the project creates a ripple effect: trained youth workers influence their organisations; organisations influence their networks; & transnational collaboration shapes European youth work practices
