S.C.A.N.D.A.L. aims to move young people in Cogealac from “non‑participation” to informed, safe and visible participation. Objectives: (1) train at least 120 young people (13–30) to find, read and use public documents (agendas/minutes/FOIA) and communicate evidence‑based; (2) launch and update monthly the SCANDAL Monitor with at least 30 plain‑language summaries and “Law says/Reality shows” explainers; (3) draft and submit at least 10 civic proposals through legal channels; (4) co‑create the Local Youth Strategy 2027–2031 with at least 100 youth; (5) publish a “Findings” report and an open‑source Toolkit so the method can be replicated. The project advances EU values, dialogue and rule‑of‑law in a non‑partisan frame.
