We will create permanent, youth-led participatory mechanisms in Vidin (BG) and Niš (RS) so that young people—especially those with fewer opportunities—can co-design, influence and monitor local policies related to inclusion and community resilience. By February 2027, we will: (1) establish two municipal Youth Participation Councils (YPCs) with inclusive selection rules and rotating youth leadership; (2) co-create and publicly adopt a “Youth Participation Compact” in Vidin and Niš that defines structured dialogue routines, youth seats in thematic working groups, and feedback loops; (3) pilot 4 youth micro‑actions addressing locally-prioritised challenges (e.g., community inclusion, access to services, safe spaces), each supported by mentoring, small in‑kind contributions and institutional facilitation; (4) document competence development for all youth participants via Youthpass and publish an open‑resource Participation Toolkit for replication.
