The aim of the project is to develop a comprehensive and sustainable support system for young people in Läänemaa who are in or at risk of the NEET situation, helping them return to education, employment, and active participation in society. The project focuses on strengthening the professional capacity of youth workers and specialists to enhance cross-sectoral cooperation between education, social, health, and labour market services, as well as developing community-based solutions. The study visit to Spain supports this by providing practical knowledge, tools, and collaboration models that can be adapted to the regional context of Läänemaa. From the perspective of youth work practice, the objectives are: to increase the competence and shared understanding of professionals working with NEET youth; to learn effective ways to build trustful relationships and apply case management principles; to reinforce the role of communities and young people’s support networks; to strengthen cooperation networks and improve service coordination in resource-limited rural areas. The ultimate goal is that youth workers and specialists in Läänemaa are capable of providing coordinated, cooperation-based, and needs-oriented support, thereby promoting young people's well-being and inclusion in society.
