Objectives

The aim of this project is to enhance the capacity of the youth work network in Pärnu County to more effectively support youth in NEET status or at risk of becoming NEET. At the heart of the project is the creation of systemic "role clarity" between various agencies to ensure that support for young people is consistent, high-quality, and cross-sectoral. International learning mobilities in Slovenia and Estonia allow us to analyze functioning models in partner countries and, where necessary, adapt them to our national context, thereby improving the coping mechanisms and social inclusion of young people. Main objectives of the project: 1. Integration of inclusive methodologies. To acquire and implement inclusive and community-based methods based on the experience of the Slovenian partner organization Zavod Manipura. These practices will complement Estonia’s existing strengths in digital and data-driven youth work, creating a balanced approach to supporting vulnerable youth groups. 2. Enhancing Inter-agency cooperation and role clarity. To gain input for local government-level cooperation models based on Slovenian practices. The goal is to clearly define the roles of youth workers, social workers, educators, and child protection specialists in case management to avoid duplication of aid and ensure that no young person falls into an information gap. 3. Professional development of specialists. To develop the competencies of youth work specialists in establishing and maintaining trustful contact with the most vulnerable youth groups. As a result of the project, staff capacity to provide individual and needs-based support, grounded in international experience, will increase. 4. Building sustainable international networks. To develop a lasting and systemic cooperation network between practicing youth workers in Estonia and Slovenia. This will facilitate the continuous exchange of best practices even after the official end of the project and create a platform for the emergence of new collaborative forms and initiatives.
