WeGoLocal: From Cooperation to Participation aims to strengthen cross-sector cooperation between municipalities and civil society organisations in order to make youth participation more structured, inclusive, and impactful at the local level. Across Europe, many municipalities and NGOs work towards similar goals in youth policy, inclusion, and active citizenship, yet their efforts often remain disconnected. Local administrations frequently struggle to engage young people meaningfully in decision-making, while youth organisations sometimes lack access to institutional processes. This gap leads to missed opportunities for collaboration and weakens young people’s influence on policies that affect their lives. Our project was designed to directly respond to this challenge. The main objective of WeGoLocal is to build the competences of professionals, including youth workers, NGO staff, and municipal representatives, so they can cooperate more effectively and create sustainable structures for youth engagement. By bringing together both sectors, the project will provide a learning space where participants can explore each other’s realities, share challenges, and co-create new approaches for involving young people in democratic life. They will gain the tools and confidence to develop long-term partnerships, design participatory processes, and bridge the gap between grassroots initiatives and policy-making. The project also aligns closely with European and national efforts to strengthen local youth work and democratic participation. Initiatives such as Europe Goes Local, the SALTO Participation and Information Resource Centre, and various National Agency programmes have highlighted the importance of supporting municipalities and NGOs to work together. Building on these developments, WeGoLocal will contribute a practical dimension by translating policy priorities into real collaboration and creating a model that can be adapted in different local contexts. Through six days of intensive training, non-formal learning, peer exchange, and collaborative work, participants will explore methods of structured dialogue, participatory decision-making, and cross-sector partnership building. The key outcome will be a jointly developed Local Cooperation Framework, a practical guide to fostering collaboration and supporting youth participation that each organisation can adapt and apply in its own environment. WeGoLocal seeks to achieve three long-term goals: to improve the quality and relevance of local youth engagement structures, to increase the visibility and recognition of youth work within policy processes, and to strengthen democratic culture by ensuring that young people’s voices are not only heard but actively shape decisions. By investing in the competences of those who design and deliver youth initiatives, the project will help build stronger, more inclusive communities and contribute to the broader European objective of empowering young people as active citizens.
